RESEARCH REVIEW OF THE SOCIETIES REGISTRATION (AMENDMENT) ORDINANCE, 2024: PAKISTAN MADARIS REGISTRATION BILL 2024
Abstract
The Societies Registration (Amendment) Ordinance, 2024 (Pakistan Madaris Registration Bill 2024), introduces a comprehensive regulatory framework for Deeni Madaris (religious schools) in Pakistan. This amendment to the Societies Registration Act, 1860, mandates the registration of all Madaris, both existing and new, within specified timeframes. Key provisions include compulsory annual reporting of educational activities and mandatory auditing of accounts, promoting transparency and accountability. The ordinance explicitly prohibits the teaching or publication of extremist content, while permitting comparative religious studies and traditional Islamic subjects. It also encourages, though does not mandate, the phased integration of contemporary subjects into the curriculum. Defining "Deeni Madrasa" as an institution primarily focused on religious education with boarding and lodging facilities, the ordinance aims to bring these institutions under greater oversight. This initiative seeks to prevent the propagation of extremism and sectarianism, standardize educational practices, and enhance public trust in Madaris, ultimately creating a unified regulatory structure for these vital educational institutions. Successful implementation requires effective enforcement and collaboration with stakeholders for compliance while respecting the autonomy of Madaris.
